¡P The Federation of Hong Kong and Kowloon Labour Unions abbreviated as ¡§FLU¡¨, is a workers¡¦union conglomerate legally registered as an association in Hong Kong.

¡P The mission of FLU is:¡§Banding together the working class, striving for reasonable rights, participating in democratic reform, promoting prosperity of society¡¨and employs an independent, fair, and pragmatic strategy all along.

¡P FLU was established in November of 1984, and at that time there were altogether 13 labour unions and 4 workers¡¦associations affiliated, and the membership totaled 15,000.

¡P After working hard for more than 20 years, FLU has now become a federation of 63 affiliated unions and 10 sponsoring associations with total membership exceeding 40,000.

¡P FLU has set up in succession the district offices of Shamshuipo, Jordan, Kwun Tong, Tai Wai, Tuen Mun, Tai Po, an education center and Hong Kong Vocational Skills Training School to serve the union members as well as other workers within the respective districts. And also, via organizing the Re-training and the Skills Enhancement programs, to assist workers in changing jobs or securing employment.

¡P For the sake of facilitating communication and development, FLU has grouped the affiliated unions into 6 occupational sector committees. Namely, Electrical & Mechanical Engineering, Food & Catering, Services, Transport, Civil Servants & Subsidized Organizations, and lastly IT & Electronics.

¡P Besides the occupational sector committees, the Executive Committee of FLU has under her command set up several committees to deal with specific functions such as Finance, Welfare, Labour Rights, Recreation, Women Affairs, Volunteering, Promotions & Education, and lastly Social Affairs.

¡P There is an Executive Standing Committee set up within the Executive Committee (abbreviated as ¡§Standing Committee¡¨), comprising the Federation Chairman and Vice-Chairmen, General Secretary and the Treasurer, to handle those urgent or daily operations during the recess of the Executive Committee.

¡P In order to support affiliate-unions to consolidate and develop their own personal membership, FLU endeavours to expand members' welfare. The ¡§FLU Discount Card¡¨ issued to union members is widely accepted by many department stores, business units such as clinics, medical diagnostic centers and travel agencies. FLU could serve the member is a broker of the Ming An Insurance (Hong Kong) Limited for providing ¡§Accidents and Health Care Insurance¡¨ in Guangdong Province.

¡P FLU has established a body known as ¡§Friends of FLU¡¨ to absorb personal members whose occupations are beyond those affiliated unions represent.

¡P Since her establishment, FLU has been promoting all along the labour-laws and provides respective enquiry service in various FLU offices, assists in solving labour disputes, and for the workers' sake acts in the capacity of union representative in Labour Tribunals.

¡P Every year, FLU habitually proposes to the Labour Department the amendments against those revealed loopholes in the labour ordinance from trade disputes. Those proposals were highly regarded by the government, and much improvement of the laws has since been made.

¡P Any labour union can join FLU as affiliated member if it is properly registered under the Registrar of Trade Union, agreed to bind by the regulations of FLU, has formally lodged in the membership application, and is supported by at least half of the Executive Committee members.
